On May 4, 2019, your Form I-751, Petition to Remove Conditions on Residence, Receipt Number Xxxxxxxxxxxssxx was transferred to another USCIS office. That office now has jurisdiction over your case. We sent you a notice that explains why we moved your case. Please follow the instructions in the notice. If you do not receive your notice by June 3, 2019, please go to www.uscis.gov/e-request to request a copy of the notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.whats does this mean?

There is a 90 day window before the expiration date on your wife's greencard in which you can file for removal of conditions. If you file too early, it will be returned to you. If you file too late, your wife's greencard will expire and she will be out of status. It is strongly recommended that you file as close to the beginning of your 90 day window as possible. Mailing your packet in the first week or two is best. That will help avoid any problems with lost packages and will give you time to straighten them out if they should occur.

Yep, I read this wrong. Of course, if OP is the US citizen and his wife is the conditional GC holder, SHE has to file, not him.

You are removing conditions on the immigrates green card not yours. Ther's only one I-751 filed. You don't have conditions to remove.

And thats a 90 day window you can file on the 90th day or 1 day before.
