Think of it this way, thousands of tourists visit the US and stay with relatives in one state or another.
NONE of those relatives filed for 134.
Again, let your parents do the application on their own.
Having traveled to Europe will work on their favor since it's an evidence that they DO travel for leisure.

It's Best that he applies in Ghana.Question: My boyfriend lives and works in Nigeria but is a Ghana citizen. He wants to come visit US. Will he have problems getting a visitor's visa from Ghana since he has nothing to show he'll go back? He will return to Nigeria. Should he try applying through Nigeria sinces he lives and works there? Help!!! Any suggestions?
I know a lot of people trying to " game" the system by getting the VISA abroad. ( ex. canada) while having their vacation there. ONLY to be disappointed and $150 poorer.
Exemption go this are the NON tourist VISA ( J, H etc)

To simplify things, it's more important to PROVE that they will go back to Ivory Coast vs the reason for visiting the US.
It's not surprising to know why a family going to attend a wedding/ funeral gets denied VS family going to Disneyland gets approved.
It will also help if they have travelled to North America before ( Canada).
It will show that they did come back to their home country.

Go to the Philippines. Plan a trip together, Hong Kong, Singapore, Malaysia or any other South East Asian countries not requiring a VISA. You can even go to Brazil, Philippine passport holders DO NOT need a VISA there as well.
Upon return, apply for a CANADIAN VISA instead, on the application it's going to be you ( boyfriend) and her doing the trip. It's a lot easier to get THAT vs a B1/B2 VISA.
Once approved, THEN you apply for US VISA. You have better chances since she already "GOT " a North American VISA.
A trip involving NIAGARA falls will be more believable and will work in your favor.
The key is YOU meeting her in the Philiipines, going on a short trip outside the country AND then applying for the VISAs i have mentioned.

6months is the RED flag.
Here in the states, people with stable jobs CANNOT Have 6 months of consecutive days VACATION.
Even pregnant women, they don't enjoy 6 months of leave.
So be prepared to expound on this.
Can you make your arrangements shorter. 4 months maximum?
They will probably give you 6 months at the border anyway.
