Sorry I should clarify.

My wife's mother is looking after my wife's neice and half brother. The brother is my MIL's natural child.

The niece is the child of My wife's cousin

I a a US Citizen with my wife awaiting her Adjustment of status for her green card. While this is in process I am looking towards bringing her family to the USA after she is a natualised citizen.

Coming to the USA would be my wife's mother, my wife's half brother, and My wife's niece. But a little background before we get to my question.

With regards to my wifes half brother, he is a minor child about 10. his father is not married to the mother but is still alive and not involved with the child's life. They see eachother very seldom but it does happen a few times per year. THe father's name is on the Birth certificate.

My wife's neice has is a minor child around 5 or 6. She has been raised by my wifes mother and her sisters for most of her life and goes to school and such in their area. Her bitrh mother is not terribly involved in her life and is biologicaly my wife's cousin. The bio mom is stil alive as is the bio father but is not involved in the child's life. They are not married.

Now I understand that my wife's mother will have to formally adopt the niece in order to petition her, but what else is required? what is required to bring her half brother? Do we need to show adandonment of his parental rights?

They are immagration from the Philippines.
