After some research it appears SC board of nursing only requires the CGFNS "evaluation service" of transcripts from the University that was attended in the Philippines. From what I can tell it does not require the CGFNS certification test before NCLEX can be taken as long as the credentials check out okay. The TOEFL is required.
My fiancée will be coming to live here with me next month and we have been researching and calling the board of nursing asking these same questions. She recently graduated this past March with her BSN from Blessed Mother College in Cagayan De Oro City.

Noa 2 june 12 and still nothing from NVC! When will they notify us? Or we have to call them?
And I hope all you Texas filers will hear something soon, not fair it's taking so long for all of you:(
We got NOA2 June 16th and I called the NVC today for case number and they have not received it yet. They keep telling me to wait 4-5 weeks every time i call. I was a TSC filer (even NOA2 says it) and we went from NOA1 to NOA2 in just 1 month 1 week. We feel very fortunate but we also majorly front loaded our I-129f petition when we sent it in.

Before, some states do not required for us to have a local RN license but now things changed, in California you have to have a local RN license too, to be qualified to sit for NCLEX RN exam, my suggestion is to ask the board of nursing where you plan to practice, and English proficiency exam is a mandatory requirement for a country that do not use English as their primary language.
I will email them but I do not believe South Carolina requires NLE to sit for NCLEX. Looks like they use CGFNS.
The following link list what the applicant must have:
http://www.llr.state.sc.us/pol/nursing/index.asp?file=bonexam.htm#Foreign Edu
Foreign Educated Applicants
In addition to 1, 2 and 3 above:
5. An applicant's general education and nursing education must be at a level required of graduates of nursing education programs in this State who are candidates for licensure as verified by a certificate of the Commission on Graduates of Foreign Nursing Schools or another board-approved credentials evaluation service. An applicant whose native language is not English shall submit evidence of passing the Test of English as First Language (TOEFL), Test of Written English (TWE), and Test of Spoken English (TSE) offered by TOEFL/TSE Services or another service approved by the board. An applicant whose education for nursing is not verified as equivalent may qualify for a license by completing a supplemental course as prescribed by the board to be covered in an approved nursing education program and, upon completion of the course, writing and passing the licensing examination.
6. Attach a copy of your nursing license from country of original licensure.
7. Request a Credential Evaluation Service (CES) report at www.cgfns.org. You will need to request a CES Professional Report description of your nursing program.
8. Request an application for examination from TOEFL at www.toefl.org. Foreign applicants are required to take and pass the TOEFL examination.
9. A foreign educated applicant who does not become licensed within three years of first taking the examination shall requalify to take the National Council Licensure Examination (NCLEX) by enrolling in an approved nursing education program and demonstrating knowledge, skills, and ability of a graduate nurse.

I'm confused with this requirement and trying to get an understanding from other people's experiences.
I've contacted my state's BON concerning this question, but so far haven't replied to my email.
Anyway, she will be applying through a Compact Licensure State(SC) and requirements for foreign educated nurses is a CES evaluation of her college transcript and also passing TOEFL English examination. Does she even have to take TOEFL, since she's going through the K-1 Visa process and not through a work visa?
Her college courses were all instructed in English and we can produce a letter stating the fact. I just find it redundant to take the TOEFL exam and a waste of time and money, which is better served into her focusing on studying for the NCLEX exam. I know for a fact that California BON does not require it if the college instruction was in English.
How did this work out for you guys?
Im in a similar situation with my fiancee here in South Carolina. She just graduated with her BSN in Cagayan de Oro and we have received NOA2 from USCIS. I was wanting to plan ahead to help her out. Seems that if the program she went through meets the requirements through evaluation then she can take the NCLEX here. She doesnt want to wait till November to take the NLE in the Philippines because we will most likely have been approved for the K-1 visa before that. She is however going to review classes to help her pass the exam and to keep her mind fresh. What are your thoughts?

I'm really not understanding the timeline of all this.
I got my NOA 1 on 5-8-14 it's at TSC
On my timeline it showed July - Aug adjudication now it's showing Sept-Oct .. Is this to do with all that's going on in Texas ? I'm happy for y'all at CSC !! But what's the problem here in Texas
Its strange because our NOA1 date from TSC was 5/7/2014, and our NOA2 date which was also from TSC (hard copy says so) was 6/16/2014. I had another notification on 6/19/2014 notifying us that it was being sent to NVC. Things are moving fast for us so not sure why some of the other TSC filers have taken so long. We feel blessed for sure.........hope things start looking up for you TSC guys/gals....

I received my NOA2 hard copy in the mail yesterday, so I decided to call NVC just to check if they had received my case yet. Not surprisingly, the woman I spoke to said that it was not in their system yet and that they are currently asking 8 weeks to give a case number. Has anyone applying for a K-1 gone through the NVC recently and found this processing time to be accurate? I was under the impression that for K-1 applicants, they moved them through within a matter of days or at most just a few weeks. I hope they are just saying 8 weeks to discourage people from calling and asking. The wait is discouraging.
I just called them today to check if NVC had received our approved petition. I got NOA2 on June 16th, 2014 from TSC. The lady told me it would take 4-5 weeks and I told her I will call everyday to check. She said that is fine to keep checking on it and doesnt hurt (already knew that)

Thanks and we were both ecstatic about it. Waiting is so hard when you want to be with the one you love. Maybe we will hear more good news from others that were also sent to TSC.....I hope so......I'm getting all the things together now she will need when she goes to interview. It's been quite the learning process but I feel confident it will all go well. ;-)

Yeah it started with SRC. We had been down about it and thought it was going to take forever. I was laying on the couch last night and received the text message. I logged into my email and it said our petition had been approved on June 16th, 2014. I also checked the USCIS website to confirm and it was also a go. Could TSC possibly be picking up the pace? I'm thinking TSC sent it to CSC........that would make more sense given the current TSC backlog.

Texas Service Center
Sent I-129f petition on 5/2/2014
Recieved NOA1 on 5/7/2014
Alien Registration Number on 5/9/2014
NOA2 text recieved 6/16/2014
I'm thinking that for me to get the NOA2 text so fast they must have forwarded my petition to California possibly......

Signed. NOA1 date was May 7th, 2014 so were looking at around 4 more months it seems to get NOA2...........dang

You're right... 10a & b... Sorry...
When she goes to her interview all she need do is show her corrected BC and explain she had it done. For all intents and purposes it is as though she had changed her name, except in this case, the modification was small enough to justify a redaction on her BC. The important thing is that her name be the same in the new BC and passport.
Her and I had discussed this a lot but now I feel better about it. I will have her read this thread. Thanks so much!

The truth is that she has visited the US so if you lie on the application it will quite possibly delay the process. You will be able to disclose the name under which she traveled to the US in questions 9a & 9b. She did not do anything wrong. She simply changed (or corrected) her name. You are over thinking.
Looks like 9a,9b,9c are for petitioner and 10a ,10b,10c are for beneficiary. Either way I see what you mean to just go ahead and disclose it.
I can also send in a copy of her official NSO birth certificate that has correct spelling along with my I-129f petition. What happens when she goes to interview and they have the record of the old misspelled birth certificate still from her prior tourist visa to the USA? Will she be okay as long as she shows her new BC and new passport with correct spelled name to the interviewer?
thanks for all the replies.......
-
Yes True. She does have her corrected NSO birth certificate now so there should not be any problems even if questions are asked about it.

Greetings,
I will make this short and simple.
I'm in the process of filling out the I-129f form so that my fiancee can come live with me here in the USA. There is one thing that haunts me with Question # 15. on whether or not she has ever visited the USA before.
-My fiancee's original Filipino birth certificate was misspelled. One letter in her first name was left out. She was still able to get a tourist visa last year to come and visit her sister who had petitioned her.
-Last year she got her birth certificate fixed to the correct spelling of her name through NSO.
So......On question 15 should I check the box that she has been in the USA or not? Will it just complicate things even more and confuse USCIS if i do check it since that was with the wrong spelling of her name when she came here on the tourist visa?
In a way I'm lying if I check "no" that she has never been here before when her and I know she has.
Im worried about it and would like some feedback.
thanks,
Evan

Greetings,
I'm just starting this process with my dearest Zoie and am wanting to make sure that the above poster from Ireland was correct in his assumptions about the address to place on letter of intent and cover letter:
National Visa Center
Attn: CMR
31 Rochester Avenue, Suite 200
Portsmouth, NH 03801-2914Please verify that for me.
thanks,
Evan
