Hey,
I got my case approved with out sending a PCC at NVC. A checklist will be generated just so you will be able to obtain a PCC from the passport office in India. For mumbai jurisdiction, NVC asks that you bring the most recent original copy to the interview. Hope this helps.

My wife went to Passport office today and she was told that it can take upto 30 days to receive the PCC.
