What do you mean, "it replayed back to you"? Do you mean it came back as "undelivered"...meaning it didn't go through? Double check the email address maybe you typed it wrong? The longest I've waited for a reply was 5 days. You should have heard something by now, if anything they should at least say they don't have the I-129f package from NVC, if that is the case. Try to email them again.
Do you have the case number already? If you do, you can try and have her go to the embassy with the case number and see if she can get the instructions package?

you can fill it out and "sign" it on her behalf. This has been approved by the embassy (at least when my friend asked), but if you want her to sign it then fill everything out and just have her send it to get the confirmation number/page. there is a place on the DS-160 where it will ask who filled out the form you can say you did. She only needs to print the confirmation page. The ds-160 is easy to fill out but it does take some time. You can start the ds-160 once she has everything needed from the list. you don't have to submit right away, you can submit when she's ready.
she needs to use that address not the PO BOX. it doesn't matter they will not send her anything. She will be doing everything at the embassy.
she pays the ds-160 per the instructions on the link. where the money comes from it does not matter, If you send her money or if she has her own funds.
when she goes to the embassy to get her instructions she can ask all that is needed. she needs to be pro active. After she has gather all that is needed from the instructions package, she will need to return to the embassy. This is when she can ask for an interview date but be sure the ds-160 is sent first.
Right now after you get a reply from the embassy if you emailed them, have her print out the email then go to the embassy and tell them she is here for the next step in the K-1 process.
Sorry i don't go by packets (2,3 etc)...since Laos does not send packages...at least from my experience and others that i know.

They will probably reply back saying they got your case file and your fiance can go to the embassy and recieve the instructions packet. Have your fiance print their reply and bring it with her incase they want proof. she should also bring her ID.

She has an address, they just don't use it for mailing purposes. Have her ask the people in charge of her village/city/province. If she truly does not have an address you will probably need to use her PO BOX. BTW...this is for when you're filling out the DS-160 and other forms which ask for her address.

Not really sure what you're asking but the case number starts with VTN followed by numbers. You should have your case number already since you know that the case/file has reached the embassy.
Are you looking at/for the status of the visa at ceac.state.gov?

it's hard to answer the difficult or easy or what additional info will be needed as every person will have a unique situation...
but this is what i did...I emailed the embassy a couple of weeks after recieving my NOA2 hardcopy (scanned NOA2 was attached to the email) and inquired the next steps for my fiance. The embassy replied back stating they already recieved my case, along with the case number, and that my fiance can go to the embassy and recieve further instructions. I forwarded that email to my fiance and she went to the embassy.
The link below was the list/instructions my fiance got. It is outdated (espcially the forms needed) but the majority of what is listed still applies.
Since you have not even sent in your I-129F, first thing first, concentrate on the the I-129F before worrying about what needs to be done in Laos. It's good to be prepared but it won't matter if the I-129F is not approved.

Sorry i should have mentioned I'm recieved my NOA2 awaiting for NVC to recieve my petition (if it matters).
I agree screen prints would be more "authentic" than anything pasted onto a word doc. But then again it seems country specific if they even want to look at the print outs and/or scrutinize whether it's actually copied from facebook or just something someone typed up. I know for my fiancée’s country they ask for evidence of continued relationship so hopefully the screen prints will suffice.

So I'm gathering my Facebook, Skype & phone history for my fiancé. Has anyone been questioned the authenticity of the print outs? I mean it seems like you copy the history and paste it on a word doc? So with some effort and time (which many people seem to have waiting on this whole K1 process) one can just "create" some history on a word doc. Or are people getting "authentic" history?

I'm a little confused on what to put for Question 11 on the I-134 form? Citing the example on VJ, "N/A (K1 VISA PROCESS FOR PEMANENT RESIDENCE)" was written down and didn't really answer the question. Any thoughts?

OP, not sure why your partner would still want to keep the Lao passport once a US citizen? I assume this is for travel back to Laos?
I agree with JimmyHou...how will you explain the lack of visa stamps on the passports? If you use your Lao passport to leave Laos they will want to see a US visa stamp. When you return to the US and you use your US passport they would want to see a Lao visa stamp, if you use your Lao passport they would want to see a green card.
If you don't plan to travel back to Laos why keep renewing a passport you will never use?
