Yes both NSO and NBI deliver the documents to the embassy in those situations.

How old was your other CENOMAR? Most times the embassy doesn't like them to be older than 6 months.

Now just a little more waiting for the new CENOMAR to be added to the file, then they do the final review and issue your visa.

i completed the interview this last Sept. 10, 2013. but they asked for a new Cenomar so i need to request to the NSO it was released last Sept. 16. the consular told me that i dont need to pick up my cenomar on the releasing date coz they will be the one to do it so as the NSO officer told me too..
