My Chinese wife has an official Hukou with year of birth of 1986, but her actual year of birth is 1981 (she had it changed years ago to improve employment opportunities, which seems was somewhat common). She was born in a rural village and has no birth certificate. We want to reflect her correct year of birth (1981) as part of the visa application process, but getting the Hukou changed seems impossible now. She can get a notarized letter from her local government that seems to take the place of a birth certificate, but they will not change the date of birth from the official Hukou date to the correct year.

    Does anyone have any idea how to document the correct year of birth to satisfy US immigration? Will a letter from the village Governor suffice if notarized at the US embassy, if this can be done (Chinese Public Notary refuses to notarize a letter from her Village Governor indicating no birth certificate was issued and the correct year of birth was 1981 because they can not verify the correct date of birth and it is different than the Hukou)? Will raising this issue create problems for us with the US immigration people?

    Any help would be greatly appreciated!
