To sponsor your mother and father, you must file a separate petition for each. Your sister needs a separate petition. Visas are immediately available for parents of U.S. citizens, but visas are not immediately available for brothers and sisters of U.S. citizens. The Form I 864 is not needed right away.

Were you able to mail out your I-130 form? I believe the wait between filing and approval of I-130 is typically a year, at times lesser. Keep a PDF file of the form and instruction booklet which can you download and print at the Department of Homeland Security's U.S. Citizenship and Immigration Services website. When your I-130 pertition is approved, the National Visa Center will receive the case and then it will reach the Foreign US consulate where the the visa interview will be conducted. For the I-864 Affidavit of Support for your spouse, to answer your question on sending them your previous tax forms, IRS tax transcripts OR Federal Tax Return + W2 or/and 1099 for the last year is fine, its optional to include last three years, but that would not be required at this stage too.
