You are confused. The NVC does not send out the I-130 form.
The 2010 letter from the NVC to finish processing the case does not have the PD.
I have told you there are only 2 ways to know; the I-130 approval letter from USCIS or by contacting USCIS.
Ok, thank you. How can I contact USCIS? Thru phone or email?

The only way to know the I-130 approval is on the notice that was sent to the petitioner. You need that notice. If you don't have the notice, then you can ask USCIS. There is no other way to get this approval date.
Was it the notice that the NVC sent us the mail stating that our case has completed?

Where can I see the I-130 approval date? Was it the date the NVC mailed it to us? If that so, the NVC mailed the I-130 form to us last September 16,2010.

Hi! Please help me clarify things.. I badly needed it just to lessen my anxiety..
I am now 22 years old and we are under the F4 category. Our priority date became current last September 2010. We were affected by retrogression. Does my age freezes or i will age out? In few months time our PD will be current.
Priority date: June 28, 1990
My birthday: August 17,1990
Priority date became current for the first time: September 2010
Current PD: Dec 15 1989

does CSPA applies to my daughter?

I have a question regarding my daughter, she turned 23 last August 17, 2013. Is she still qualified under CSPA?
Because when the time that our priority date become current was when she was under 21 years old. We are under F4 category.
Our priority date is June 28, 1990. In just 2 months time, our PD will be current again.
I am having confusion regarding the dates and computation of CSPA like the Petition filing date and approval date.

The process goes like this...
September 2010 - Received the I-130 form. This was also the month that our priority date became current.
November 2010- we received the receipt of the AOS Fee.
March 23,2011- we received the 1st checklist from NVC. Each member of the family has a checklist and name on it, and my daughter's name is included on the checklist.
August 20, 2011- Another checklist was sent by the NVC. This was different from the first checklist and my daughter's name is still on the checklist.
August 26,1011- received Immigrant visa processing bill.
September 15,2011- We received the receipt if IV fees.
November 2011 - My sister (petitioner) informed us that our case has been completed and it was told to her by the NVC, we will just wait for our priority date become current again because we were affected by the retrogression.
