Is your police certificate from a different country?
For India you need only Passport Police Certificate one original to be submitted to NVC and another original to be taken to Mumbai consulate for interview. My wife said she received 3 originals from Passport Seva Kendra.
I too keep hearing from NVC it will upto 8 weeks for NVC to receive the approved I130 from USCIS (my I130 was approved on Jan 14!)May be they have a courier walking across the country to deliver the approved I130 to NVC :-)
