Hi everyone,
I am in a fix over the latest RFE received from USCIS for my parent's I-130 application.
I am a US Citizen, and my parents (65+ age) are Indian citizens. Their marriage was never registered in 1974, so we got a new marriage certificate made showing their original date of marriage, in 1974 but it shows registration date of 2013. USCIS says that the marriage was registered too late from the date of the actual event and is requesting a marriage certificate showing the registration date close to the actual marriage.
Some of the people on this forum probably already know - getting a marriage certificate made in India is no easy task. Any suggestions on how I should respond to the RFE?
Also, does anyone know where I can get any documents in Hindi translated into English that is acceptable to USCIS?

Yes, I know Tourist visa is non-immigrant visa. The previous post had inquired about it, and I was just responding to it.
As for health insurance - I really haven't given it too much thought, but I will pay whatever is needed to get insurance for them.

My parents are in their mid 60s. They have tourist visa which is valid till 2020, so getting a new visa is not going to be a concern. I'm worried they might be turned back once they land in US since their application will be in process.

I am a US Citizen, filing I-130 for my parents who live in India. I had 2 questions related to filing.
1. Should I mail the application in one envelope with separate checks and a single cover sheet? I believe this is true but just wanted to confirm.
2. Should I file for my parents when they visit me in US (so that the processing happens in US and not at an embassy) or while they are still in India. I am concerned that if I file for them while they are in India, they may have problems visiting me in the US on a tourist visa while the application is being processed. Is that true? Is there any benefit to waiting for them to visit me in the US before filing?
Anything else I should be aware of before I file? I finally got their marriage certificate which was the last document I needed.

Thank you for your response. By official capacity, do you mean someone in the Indian government?
My grandmother is still alive and can sign document showing my parents were married in 1974. Otherwise, some family friends are around as well.
