Sorry if my questions have been asked and answered before. I am a USC petitioning immigration visa for my Chinese wife. I received I-130 NOA1 on December 18, 2012 from the National Benefit Center, and am waiting for NOA2. I've done some homework and read the complete NVC guide on this website. However, I still have some questions about the NVC process and document requirements:
1. At what stage can I apply for electronic processing? I guess it is Step 11 in the NVC guide - "Paying IV Fee Bill Online & Sending IV Package (DS-230)", but instead of DS-230, I'll be filing DS-260 online. Correct?
2. If I am filing DS-260 online, how do I send the original documents? Do I email them as PDF documents, or send them by regular mail?
3. My wife does not have a birth certificate, but her name is on the Household Registration Card (hukouben in Chinese). Do I need to send this original document? Can she use a notarized copy with English translation?
4. Similar to 3 above, the original police certificate may not be in English. Can she use a notarized copy with English translation?

Police certificate and former name

My Chinese wife has a former name, and has obtained a notary certificate showing the current name and former name. She also obtained a police certificate with no criminal record, but the certificate only shows her current name (even though her former name is on file). Does she need to have both former name and current name on the police certificate? The Public Notary office told her that the notary certificate showing her current name and former name should be enough, but I just wanted to see if anybody has similar experience. Thanks in advance.
