It can be herself, or u or ur attorney, in tis case coz u already use attorney, she need to fill the form n choose ur attorney as her agent. Then aft she send tat form there will be more to do, such as pay the fee for u n ur wife then more paperwork. Well tats it u can ask me more if u need anything

Ok so aft u got letter of approval from uscis, usually around a week to a month u gona recieve ur nvc number id, if u use email it will more faster. Aft u got ur nvc number, ur wife will recieve a form ds 3032 in there she will have to choose which agent to represent n taking care tis visa application
