i waited for NVC to send me a letter stating that my wife has a immigrant visa available, that i must pay the affidavit of support (AOS) fee, and for my wife to mail in choice of agent form (DS-3032 i believe). i had my wife email them her choice of agent information to NVC. in fact they would rather your wife do that instead of mailing in the form.
