what i mean i have tried paying for my immigrant visa fee ($165),,i used my partners PS bank master card..the system declined my payment,,ca i use peso as per converted by the amount or should i pay in dollars,,im cofused..please help

my petition was approved last february 2001 and had my NOA..after that no updates from NVC..had my case number and waited for 11 years..last feb 2013 had inquiries and NVC replied to our inquiries..AOS sent, processing fees paid, submitted visa applications and civil docs,now waiting for the update from NVC for the next step..would somebody help to next steps?that would make it easier?

i have been petitioned by my father who is now a us citizen and been living in the US for almost 30 years, but the filing is done year 2001, and at that time my age was 21..until now there were no updates regarding the petition,,can i still go to the US and work there?disregarding my petition?
