I read that in order to file for a cr1.. I need to file in the country I was married in .. I am a legal resident of italy but my husband and I were married in Phillipines(my country of citizenship). Can I file in Italy since this is were I lived Or do I need to file in Manila?

No.the first step for obatinaing your CR1 spousal visa is for your U.S. resident spouse to file the I-130 application to sponsor you. How can I see on National Benefit Center the processing time for I-130 when it does not display on the uscis.gov website?

I don't think such a thing exists unfortunately. I think most all applications that go to the NBC are forwarded to your local office if you applied after Aug/Sept 2012. You can see the how well your local office is doing at staying ahead of the applications here (http://dashboard.uscis.gov/), but not neccesarily timing.
