My case was received by USCIS CSC on October 1st. Idiots.
Is there anything I can send to my senator's aide from this site that proves different?
Could you fax or email your Senator's aid a copy of your NOA1 with the October 1st date?

Maybe, but it's a little late to be saying this. Sounds more like an excuse to me.
So how long does it take for the files to "dry out"?
How exactly does a damaged file take longer to process than an I damaged one?
When they process them, are they looking at the scanned information, or flipping through the pages of your file?
Which actual date ranges were damaged, and which were not?
Unless I can get the answer to these questions, I'm going to be firmly in the "I don't believe this excuse" camp.
I agree. It sounds like an excuse. Scanning barcodes for the i-129f are located at the bottom of each application. Those documents are likely scanned with OCR, assigned a receipt number then routed to their respective locations. The image of processing centers with thousands of boxes littering the aisles between cubes is laughable. Adjudicators are accessing an electronic system where this information is stored. If the flood damaged anything...it was likely a server.
On the USCIS website it specifically says in the "Tips for Filing Forms with USCIS" ..."We use special scanners to read your forms and
documents. The scanners will not properly read information that is greyed out, highlighted or corrected using correction fluid or tape."
I know that the USCIS seems antiquated, but I guarantee they are not swiming in soggy paperwork.

Our time has come!
A very very happy day for me and my fiance! After having involved a Congressman, an RFE after 6 months and 1 day, we received our NOA2 today exactly 2 weeks after RFE!
I thank God for the approval. I feel so relieved!

I empathize with your current state and can only offer you words of encouragement. Though, if you are anything like me, the words of encouragement offered by family members, friends or even well intentioned people on this site seem to aggravate me at the moment. I can’t even imagine your level of frustration at the nine month point. Kindest regards to you and your loved one and for what it’s worth….your thoughts and frustrations are not falling on deaf ears here. *Big hugs*

No fan of the CSC here. I am just a few days away from membership in the 200 days club.
However, folks, this thread has all the earmarks of an hysterical panic based rumor.
Let's review the facts.
1. Plumbing problem. Real. Reported on USCIS website. However, no indication that the problem was related to toilets or sewage in any way. The only place you will find that information is on this forum.
2. Damaged files. That information only appears on this thread. It has not be corroborated by anyone from any other source.
3. Delay. Even if files were damaged during the plumbing problems, that was a relatively recent event. It therefore cannot explain the CSC delay we have experienced.
The real problem, besides the delay of course, is that we get no real information from USCIS and CSC -- no updates, no progress reports, etc. You know the drill. Of course, this behavior is classic recipe for breeding misinformation and panic among the general population.
So, keep up the rumor reactions and panicked communications with the MAN. He has earned it.

Today my fiancé Emmanuel, went to pick up his passport with his visa at the messenger. They told him he needed to pay 165$ to get it! Am I confused or is there suppose to be a 165$ charge just to pick it up.? I don't remember them ever saying anything like that. I've emailed the embassy but have not received a response yet. Does any one know anything abt this?
That is a new processing fee as of February 1, 2012. It's on the USCIS website.
