They will not issue you a state ID or Driver's License unless you have your EAD or green card. I just applied for my state ID last week, since i still don't have my GC (still waiting for it), i used my temporary I-551 which is valid for 1 year, marriage license from NSO, SSN, and my husband pay stubs (proof of residency). You have to get your EAD and then apply for your adjustment of status.
