CONGRATS PO! once you recieved your VISA you need to pay 165$ to USCIS. This is a new rule.\Pls. check links;

You must pay the USCIS Immigrant Fee to the U.S. Citizenship and Immigration Services (USCIS) after you receive your immigrant visa and before you travel to the United States. (IR-3, IH-3, IR-4, IH-4, SB-1, SI-1, SI-2, SI-3, SQ-1, SQ-2, SQ-3, K-1, K-2, K-3, and K-4 visa holders will not pay the fee.) Select USCIS Immigrant Fee on the USCIS website for more information.

Completed NVC docs last May of this year, until now no appointment letter/interview. Priority date Feb 2011. Any same scenarios?

This coming August 1 all F2A visa applicant PD will be Current. Regardless when the petition was filed!
