Where is you're wife from? These days they do not give you a I-94, it's all done electronically.... Through the VWP, you're wife will have filled out a form just before she landed into the states, however the flight attendants take that form off you when you land, the passport is a stamp, not you're I-94.... Check out the (visa waiver programme) site, aka ESTA I know this, cause I actually had the same worries n drama with it, then found out, my I-94 isn't issued to you in and paper or stamp form, unless the country you're originally from is not on the VWP

From my own experience, it takes 3 - 4 weeks to arrive, as said by the immigration officer who done my interview
