    $420 is for the I-130 petition.
    $1070 is for the Adjustment of Status (after I130 is approved) IF the beneficiary already lives in the US.
    If the beneficiary lives outside of the US, and will do consular processing at the place of their residence, they will NOT do Adjustment of Status. After their I-130 is approved, the petitioner will pay the Affidavit of Support (AOS) fee, $88, and file I-864 form.
    In parallel, the beneficiary needs to send DS-3032, Choice of Agent form, by email or mail, to NVC. People usually choose the petitioner as their agent - but they can choose not to have an agent. Once that's approved (couple of weeks), NVC will send the IV invoice to the assigned agent. The IV fee is $230. After that fee is paid, the agent will send the IV packet, which is form DS-230 and all the civil documents.
    Btw, $404 used to be the IV fee, but they lowered it since then to $230. However, there is now a new fee, USCIS Immigrant fee of $165, that needs to be paid after the visa at the consulate is approved.
