Hey, can someone explain to what's all this about NVC assigning certain months during certain weeks? Do they plan out the whole month and assign it at the same time?
Besides that, is there a lot of variation from country-to-country in the wait times? No one from my embassy is on the list.

No, I submitted my i-864 as well as my joint sponsors'. I just included forgot my letter of employment (my bad) and included only one year's tax returns instead of multiple years--which shouldn't be a problem.
Also replying to say: oops! It seemed that I misunderstood the RFE? By checking ONLY 2011 here:
The submitted income tax documents/IRS statements for the years marked below are missing/incomplete (ifyou have lost any of the requested tax information, contact your local IRS office to obtain a copy) (Only
Federal returns (not state or local) are acceptable unless the sponsor's income was earned in Puerto Rico.)

It seems that they only want more information about 2011? That is an entirely different problem!
I included my W-2 for my work in the US, but most of my income (listed on the tax return) is from working abroad. The government here doesn't issue W-2s. What should I do? Sign a statement saying as much, and account for the other income via the letter of employment?

First of all, a big thanks to everyone who answers questions on this forum. This has been a great community and I've relied on and learned so much from you all.
Here's my problem right now. We're at the NVC stage, and have submitted the I-864 packet and IV packet. They've just processed our I-864, and I got an RFE. I filed the I-864 packet with a Joint Sponsor (not a household member), so I was mainly concerned with the evidence attached to her I-864. My income doesn't even come near to satisfying the requirements, and I don't claim that it does--so I guess I figured it didn't matter. Apparently not. It seems they're very interested in me submitting proof that my income doesn't meet the requirements they're looking for.

I didn't include a letter of employment, and I'm getting one now. In my defense, the instructions have been updated (11-05-2012) since I read them. But anyway, the second request is what gets me! 2011 was the first year I ever filed taxes. I wasn't required to before, as my income was below the required threshold. And I included in the packet a signed letter explaining that I was not required to file taxes for those years, and why.
Here are the instructions for tax evidence for I-864:
A copy of your complete Federal income tax return, asfiled with the Internal Revenue Service, for each of the
most recent 3 tax years. If you were not required to file a
tax return in any of the most recent 3 tax years, you must
provide an explanation.
What the heck?? Is this their mistake? Do I need to backfile taxes with my income listed at "0" or "$40" for the last three years, and wait for that to be processed?
Any advice? If I backfile taxes, can I submit my forms to the IRS and NVC at the same time, or do I need to wait and get evidence from the IRS? Has this happened to anyone, and how long did it slow you down for? We were just about to buy plane tickets....

Thanks for your help! This definitely confirms that we'll fill out the DS-3032 *and* sign/scan it. My husband and I are together, both abroad, so mailing is still pretty impractical.

I would, but I'm living abroad and the regular post here would likely take three weeks just to arrive. I can wait for them to process the email--but any thoughts on why they didn't accept the first email?

My husband emailed NVC his choice of agent, following the DS-3032 email format given in the guide exactly. Two weeks later we get this reply (clearly in reply to the DS-3032 email, not another inquiry):
"The National Visa Center (NVC) received your inquiry regarding theimmigrant visa petition: XXXXXXXXXXXX filed by -------------
on behalf of --------------.
To continue processing your immigrant visa case, you will need to
designate an agent by completing form DS-3032 (Choice of Address and
Agent). Upon receipt of the Ds-3032, we will send instructions for
paying the immigrant visa application fee. All future correspondence
will be sent to the agent at the address selected on the DS-3032."
What now? Reading the forum it seems like this email format has worked for everyone else. I guess we'll fill out the DS-3032 PDF and email that? Should we also print/sign/scan or what?

Yes, I meant the I-130.
I guess I will start calling the NVC, and assume the official NOA2 was just lost in the mail.

So, back in July I submitted my I-180 package, along with the electronic notification request. Later, I got an email saying they'd received it along with the code I could use to check the application status--great!
A couple weeks later, I got the physical NOA1 in the mail. This was a little strange, since I'd written everywhere in the I-180 package to use my US mailing address for any contact. (I live in Georgia with my husband, and I don't trust the mail here). But mistakes happen, whatever.
The day after I got the physical NOA1, my status was updated online! (yes, it was fast, check out the thread about the auto-expedited queue for theories about that). The status said "Post-Decision Activity" which I took to mean it's being forward to NVC. However, I never got any email about this, as I would have expected. It's also been more than two weeks, and no physical NOA2 in the mail. It's about the time that I should start calling the NVC for our case number, but I'm a little concerned. Should I have gotten an email version of the NOA2? Is there any important information I'll need for the NVC in the NOA2?

7. Did you list your overseas address on I130? Yes, BUT I wrote in both the cover letter and the address page to use my US address as my mailing address
8. Did you send the package from abroad? Yes.
9. Did you include evidence of your residence abroad in your I130 package? Yes, some postcards/envelopes sent to me at this address
10. Did you mention that you reside abroad in your cover letter? Yes, and I asked for my US address to be used for mail.
11. Has your case been auto expedited? How long between NOA1 and NOA2? Still waiting for NOA2, but the online status has updated: so, 12-14 days?
12. Which Service Centre? California.
I was so worried after reading this thread that listing my US address, even just for 'mailing,' would keep us from being expedited. And now I'm still not sure what happened, because despite my multiple requests, yesterday I got my physical NOA1 in the mail, here at my foreign address! Anyone else have this happen to them?
