  1. I agree with the BC validity but with the CENOMAR, the more recent it is, the better.... I think once you get your NOA2, that's the time you ask for a CENOMAR as it only takes 3 business days anyway to have it delivered to the beneficiary address in the Phils anyway. If your CENOMAR is greater than 6 months, could pose a problem... also, the time to get the NOA2 takes about 5 months... so if you add that up to include the interview date, your CENOMAR will be approx 6-7 months old. And a lot of things can happen in 6-7 months. So I think the more recent it is, the better. I suggest to just hang on tight for now until you get the NOA2 and continue building the case such as proof of on-going relationship dated after NOA1. Keep all them letters, gift receipts, phone logs etc etc... Good luck!
