Do we really have to wait for the packet 3 or letter of eligibility first before we proceed with the medical & interview appointment? thanks...

IN MY CASE, i didnt wait for my eligibility letter coz the lady that i spoke with from the embassy told me to proceed and dont wait for the embassy letter coz they used a regular mail only...so i followed her adviced and proceeded to pay the visa fee and after an hour,,, my payment has activated and had an interview scheduled already, medical done...everything was done last month ago im just waiting for my interview date now,, but my embassy letter,,,believe it or not..it just arrived yesterd...
