Hello, My mom(LPR) petition for my brother last year (June 2012) he turn 21 years old on June 30th,2013, he receive his approval letter on August 19th,2013. I am assuming he will fall under the F2B category since he turn 21,which i understand will take a very long time.Is there anyways he can benefit from the F2A category since just after his birthday he receive his approval letter.
Thank you.

No you don't need to send it by mail.....
Just wait for an acceptance
When did you send the DS-3032?
Sept 13th 2012

Have you sent the DS-3032?
The IV bill will be invoiced when it has been accepted
I email the DS-3032. Do i have to mail the one with the original signature too?
Conssidering that you have sent the DS-3032 form, as soon as you recieve the acceptance email of form DS-3032 you can start checking the payment portal for the IV bill to be generated. Once its paid then u can send the packet IV and wait for the case to be completed.

My brother is 20 years old and my mother who is a Green card Holder petition for him now so this mean that he will be over 21 years by the time is case become current, which means he will take about 8 years to be in the us.
Question 1:
So if during this 8 years under sponsorship if he find someone who he love and is from usa and she is a citizen, can she marry him and file a petition?
Qustion 2 :
Although have a petition been file already, can someone else file another petition?
Thanks.

Since your brother already 20 years old, by the time he will get approved he will be over 21 and will not be elligible for CSPA.
So he will be in F2B category, which really depends on the country, but takes long time and if I am not mistaking about 10 years to wait till Visa become available. Also if he will get married within this 10 years he will not be elligible anymore for the visa.
he just turn 20 years how long does approval take?
