    I also found a website at http://www.dhs.gov/topic/cis-ombudsman. It is the department of homeland security which is supposed to oversee the USCIS. Unfortunately (or very conveniently) the link on their website doesn't work. However, it did email them at cisombudsman@HQ.DHS.GOV and it appears a live person actually responds to the email.
