My guess it that he will still need to follow the same process by filing with the service center in the US. I don't see any problem with putting Kuwait, only having a good mailing address to receive recieve corespndance. Best to you both.

Chalenging. They won't do the medical exam until she brings them the letter from the embassy. She didn't have that. It was mailed to me. I was trying to send it to her as a PDF, but she struggled with getting into email. Finally I sent it DHL yesterday. Was it that difficult for you? Things are going much better now that I as the petitioner received the packet. Interview date has been set so now it's off to the hospital for the medical exam.
