No, it's not a rip-off. You apply to get some adjudication. Even with a denial, you get an adjudication, so your payment was used.
You seem seriously misinformed. I would get a real lawyer, not a paralegal,for some help.

If you are unable to obtain waiver, you can return to the Philippines and have spouse file a I-130, CR1 visa. It takes approximately 1 year to process. 5 months with USCIS and 5 months with the visa processing center and embanssy in philippines before interview.

Your paralegal needs to be re-educated. There is no way around a J-1 restriction, unless you can obtain a waiver, which is really difficult in your case. You need a real immigration lawyer, not a paralegal or whatsoever.
According to dictionary, Paralegal is a paraprofessional who assists qualified lawyers in their legal work.

Hi. you definitely need a waiver. I was on J1 too and was successfully obtained a waiver, that was about 8 yrs ago. It took 5 months to get approved. You should contact the nearest Phil consulate in your area and they will help you on the process. It's a lot of paper works but I dont think they deny a waiver as long as you pay for your J1 expenses on you own pocket and not from the goverment. The no objection letter will come from the Phils and sent to USCIS. After that, you will get an approval for the waiver of your residency requirement. Contact your nearest Phil consulate asap.
U dont need a paralegal or a lawyer to get your waiver.

I was in J1 visa as well last 2005 my only sugguestion is that go the neareast USCIS and have a infopass so you can ask them directly..... But i have a friend who has the same situation as you she got married and went back here in the philippines then they file for spousal visa..... Are you in VIrginia right now?

Which waiver are you talking about? Most likely the No Objection Waiver, I assume. The processing time depends largely on your home country, and not all countries issue those waivers - knowing where you are from would help in terms of people giving you advice..
i think the no objection waiver...to where should i ask it bck home?
im from the philippines....the paralegal i was talking to said that i dont need itcuz im married to a us citizen....
im completely lost right now and so worried that the only thing that will resolves this is going bck home...

Start with the agency or branch of government that sponsored or financed your J1 visa. They are the ones that have to agree to the requirement waiver.
imfreaking out right now! just called uscis and i need to file the waiver that will take11 months with no guarantee of approval
or else i need to go bck to my country

That lawyer is incorrect. It's written there on your visa (subject to the home residency requirement). You've got to address that first.
i think he is just after the money! cuz from what i red it needs fees to file such paperworks too

iam a j1visa holder with a restriction on it.
i met my husband now before my visa expires but we just got married recently.
i turned in all our paper works to a paralegal and we are currently waiting for the result from a civil surgeon.
i wanted to know if i still need to file a waiver for my 2 yr rule?
and i was thinking to file the paper works by myself since the paralegal is charging us so much....
what are the chances?
im so worried because from what i red on the net is they will deny the adjustment of status cuz i didnt went back home!
