I didn't pay for FedEx, just the regular mail. And have the CENOMAR sent straight to the consul office. Their address is given in packet 3.

  Yes, it is necessary coz it is stated in packet 3, in BIG BOLD letters, that the CENOMAR must be sent to the consular office directly. I was too scared not to follow that so I did as told. Hope you can figure it out! Good luck!
