      you don't need the packet 3, it's all accessible online. http://photos.state.gov/libraries/manila/19452/public/Revised K1 Instruction Packet _3__rtf2_005.pdf. feel free to ask question, good luck! :)

      hope you'r not waiting on the packet 3, you may or not get it. all you need is MNL #, pay the visa fee and schedule your interview. good luck!
