    you don't even have to send it when you receive the NOA2. You just wait until your girl goes to get her packet #3. Included with packet #3 will be the I-134. So just get it to her then before she goes to the interview. The interview is set for a month after she gets back with the embassy with the medical results and her instruction form signed
