Police clearances are unavailable for third country nationals who no longer reside in the Kingdom.
NVC are aware of the list of countries that are unable to get proof of police clearance.
Just write a paper stating that you are unable to obtain it from that country!
That is what NVC advised us to do on a similar situation.
NVC told me to write a letter with "Police clearance for Libya" and then write "unable to obtain clearance from this country as I am no longer a resident and have not been since may 2011.

it looks to me that my k3 will become a cr1.. as my I 130 is now started to have movement and nothing from my I 129f. I will find out in the next 2 weeks.

If I understood all that I read with the Obamacare, you have until March 31, 2014 to get medical coverage before the penalties, so that leaves you plenty of time. (if someone knows more about the obamacare deadline for insurance, please correct me if I am wrong!) Congrats! And Welcome Home!
