  1. I had my CFO seminar May 11, 2012 they were not very friendly there (I went to CFO in Aurora Boulevard the convent there). At the reception they ask for 2 ID's (I am still waiting for my visa) then they instruct me to photocopy my ID's. Then I went back at the reception and paid for my counselling after they gave me a form to fill-out. At 1:30 pm the seminar and counselling started (the counselling is their interview about your relationship and some personal questions that I didn't mind them answering because I know they're just doing their job).

  2. UPDATE:

    We had our interview April 16th at the embassy, and they did require the SG police clearance (my buddy got through a few months ago with just a print out from the SG website stating "we don't do COC's for non-Singaporean citizens"). It appears they are now firm in this policy.

    SOOOooooo, immediately after the interview we started gathering the documentation required by the SG police department. At the exit counter of the embassy following our interview, they gave us the letter stating the US gov't requires the COC, and that the "statutory declaration is not accepted".

    First thing we did was try to get her fingerprints. The SG COC request form requires all ten fingerprints by an authorized authority...common sense told us we would obtain this at the NBI in Manila. We went to the NBI and fought our way up to the fingerprinting counter...after several minutes of explaining that we only needed the fingerprints and NOT an NBI, they started the process. After the prints were done, we had the GREAT fortune of finding out that her cousin (whom she never met) was sitting 10 feet away!! He then informed us that we needed the fingerprint card authenticated by the DFA, and gave us the phone number and name of someone there that could help expedite (normally, 1-3 weeks to get the fingerprint card authenticated).

    Sooooo, we went straight to the DFA and met the personal contact...after 1 hour of explaining what we needed, we finally were in process for the authentication...after 2 hours of waiting, we finally got the card.

    Sooo, the next day we put the package together (fingerprint, US embassy letter, 2 visa photos, copies of passport page, COC application) and went to get the payment. TURNS OUT, SG police requires the payment in SG currency, and there's only one bank in Manila that can do it, BDO (I'm sure there's another bank, but even SG police only mentioned BDO as an option). AND, in order to get a bank payment in SG from BDO, you have to be a client...AND in order to open an account in Manila, you have to have a Manila address, be employed in Manila. It doesn't matter how much cash you have...that's the rules and I did my best to persuade them otherwise.

    SOoooooooo, we reverted to Plan G, which was to ship the document package to a friend in SG, and wire her the money Western Union for her to pay and apply in person for my fiancée (SG police said this was ok). NOW, we are waiting for DHL to deliver the documents...2 attempts made already. There was a mix up on the address...oye.

    All in all, I think we have this figured out, but wanted to post for anyone in process.

    I just sent my COC application on Tuesday (April 17, 2011). Bank of the Phiippine Islands (BPI) can also do bank draft with SG currency. There are only two I know that can do it BPI and BDO.

  3. My 129f is 2 months into process since i sent it and well if they approve i will be using a co sponsor because i don't make enough and my co sponsor family members income is way above the poverty income.

    I want to quit my job because they are treating me very poorly, and giving me a hard time and its affecting my health to much. My doctor told me to quit but im afraid of i quit, i wont find another job, if they approve us, and ill only have the co sponsors information to send :( what to do?

    Just work part- time...

  4. This the SPF's reply to my email, I mentioned about my US visa application but they said Australia in this.

    Dear Ms.........

    The Government Policy regarding ceasing issuing the Certificate of Clearance (COC) for non-Singapore Citizens remains the same since 18 October 2010.

    However, in instances where the Migration Authorities have rejected the Statutory Declaration of an applicant and provided the applicant with an official letter bearing his/her name and file reference number from Migration Authorities requesting for a police clearance from Singapore as they do not accept the Statutory Declaration, there is an option.

    The applicant may submit an appeal to our HEAD CRIMINAL RECORDS, CRIMINAL INVESTIGATION DEPARTMENT. The appeal will be on a case by case basis.

    Please note that the following need to be submitted along with your appeal.

    The appeal to issue a police clearance to non citizens as the Australian Authorities do not accept the Statutory Declaration will be taken into consideration by the HEAD OFFICER CRIMINAL RECORDS. If your appeal is successful, the other requirements will be needed to complete the application for the police clearance.

    Firstly,

    1 Complete the attached appeal form

    2 Submit a photocopy of your present valid passport and Identification card.

    3 Photocopy of documentary proof to establish your period of stay in Singapore for a continuous period of six months or more. (E.g. work permit identification card, testimonial letter from school or employer, arrival & departure endorsement in passport etc). Please verify and declare for your period of stay in Singapore.

    4 An official letter from the Migration Department that a police clearance is required bearing your file case number with an assigned case officer.

    Secondly,

    If the appeal is successful, you will be notified via this email and the following documents need to be sent to complete the application:

    1 Full set of fingerprint impressions to be taken by the local police in your country of residence.

    2 Two recent passport size photographs

    3 A payment of $50/- SGD to be made payable to ‘HEAD CRIMINAL RECORDS CID’ via bank draft or Singapore Bank cheque.

    4 Completed application form.

    If you are mailing your application, its best to send all of the two together in one package so that once the appeal is approved, we can immediately commence the processing of the clearance. Or, you may submit the appeal via email and within 10 working days check the outcome should your appeal is successful, we will advised you to mail all of the second requirements to us. Attached herewith an appeal application and COC application form for Non-Singapore Citizens.

  5. i guess, it all depends on the CO if they will ask for this COC. Oh well, its better to be safe than sorry. That's why sonicgihad, Azteca143 and me decided to obtain the COC prior to the interview rather than getting a 221g form on that day.

    You can always go to US Embassy manila from Monday to Friday, 630am to 12pm or 2pm. Not sure. They will issue u that letter on the same day. Just bring your NOA2 and letter from NVC stating your MNL case no. Don't forget your passport too or any valid ID.

    And yes, the bank draft will be mail together with the rest of your docs to SPF.

    I cannot wait for the letter as we have only 4 months as the validity of my visa as soon as I got my MNL case number I'm going to the embassy and get the letter.

  6. I called the Singapore Police the person told me I need a letter from USEM. I also emailed them last night but no reply until now. I called the USEM and the agent told to go to Window 38 he didn't tell me I should need my case number, we just got our approval notice a week ago. My fiance called yesterday but they don't have our case number (the NVC)yet. I hope the process can be faster for getting the police clearance.

    I just want to ask if the bank draft will be included in the mail to be sent to the Singapore Police.

  7. Thanks for the update beejay, sorry to rose_ella if I caused any stress. It's funny though, just had 2 friends go through the interview at USEM and neither were required to have the COC/CNCC from Singapore. They simply stated the policy and showed the info from SPF website that they no longer issued. Sounds like your typical USEM problem though, some officers say one thing and require this and others say something else.

    But thank you for your help the link was very informative. I've called the USEM this afternoon and the guy instructed me to go to Window 38 and ask for the letter there but my problem is I haven't my Manila case number yet we just got approved.

  8. I thought I could edit the top page... I called SG Police Force and the US embassy twice, this is what I got...

    1) Make sure a Manila Number has been issued by the NVC.

    2) If possible, go to Window 38 at the US embassy in Manila if not,

    email: IVMANILAREPLIES@STATE.GOV

    ***Request for the consulate to issue a letter officially requesting the Singapore Police Force to release

    a COC or certificate of Clearance. Make sure that the letter states that "A STATUTE OF

    DECLARATION IS NOT ACCEPTABLE.

    The US embassy can send this to you by Mail or by email.

    Download the form and follow the instructions. Mail it to SG along with the letter from the consulate and

    copies of your passport and I think they are asking for photos as well.

    The issue I see here is the payment. If sent in by mail, they only accept a brank draft from a singapore

    bank.

    Processing fee is S$45.00 per application. Payment can be made by cash, NETS, cash card, or

    credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from

    overseas) must be accompanied by a bank draft made payable to ‘Head Criminal Records

    CID’ through a Singapore-based bank. In addition to the processing fee, a postage fee of

    S$5.00 must be included in the payment (total S$50.00) if the COC is to be mailed. Payment

    is non- refundable once the application is processed.

    4) SPF will take 10 working days to process and can only send the COC to the US Embassy in Manila or whichever

    embassy requested it for non SG Permanent residents or citizens.

    5) Check with the US Embassy Immigrant division if they have the COC. Once received, they will attach it to your file.

    I hope this helps all of you in the same boat. I'll ask my fiancee to ask one of her friends to hand deliver the letter to SPF and pay the fee as well. We'll just send them money ahead of time.

    The bank draft will be enclosed in the mail together with the other requirements for getting a COC?

  9. You really need to update your profile and create a timeline so everyone will be able to help you better. Not knowing your location, or home country of you fiance(e), it's more difficult to answer your questions.

    But, assuming you're not a citizen of Singapore, please read the following.

    The Singapore Police Force has cease issuing the Certificate of No Criminal Conviction (CNCC) to non-Singapore Citizens with effect from 18 Oct 2010.

    Should you require further assistance or clarification, please contact the Certificate of No Criminal Conviction (CNCC)/Records Office at telephone numbers (+65) 64358409 or (+65) 64358410 between 8.30am and 5.30pm (local time) from Monday to Friday (excluding public holidays).

    The embassy where she will interview should know this. I requested an email response from the SPF and they responded with a letter saying they did not issue these anymore. My wife took this to her interview, and when asked for her Police Clearance, she told them what the letter said, and they said it was OK, they knew this already. I think they just want to know that you tried.

    I am a filipina. Our K1 application has been approved on March 16,2012.

    As of recently the US embassy has been requiring applicants to get the Certificate of Clearance (COC) from Singapore not the CNCC.

    You will need a letter stating that the US embassy is requiring you to get the COC.

    You can use the search feature on this site and type in "Singapore Police Clearance" and you should get quite a few recent threads on the subject matter. Pay attention to the dates of the postings and you should get the correct information.

    We got our NOA2 on March 15th too! We are waiting to hear from them, my fiance called them and they said we should contact the related consulate. What do you think? I tried so many posts here, couldn't find the best to get more info. Would you please help me how can I search for the related posts & forums? Hope you get yours very SOON!

    Wow! Congrats! When did you submit your application? Are you in Manila? Where is your fiance from in the US? My fiance is from Texas...

  11. Rose, fill in your profile and timeline. The approval you talk about, what exactly is it? When did your fiance file the petition? Is it the first letter he has received or did you file 5 or so months ago and this is the second letter? If it's the second letter, he can start calling the NVC to get your case number for Manila. You don't need to wait for the letter from the embassy. If it's the first letter, you still have some months to go.

    There are numerous posts on here that talk about next steps. I am waiting for my second letter, so you guys are either 6 weeks ahead of me, or a few months behind, depending on the Approval he received.

    I'm hoping you received you petition approval. If so, he should call NVC, get your case number, then you can pay your visa fee and get your medical done in Phils now without waiting for embassy letter.
