Aparantly there's a system being set up in replacement for the DCF filing that ended last year. That means that US citizens that live abroad and want to return home, get priority over the rest.

In this case my wife and kids, who are all Belgian/American are seen as returning citizens.

11/30/11: NoA2 Woooohooo! No expedite request but USC residing abroad.
