Wish I had better advice for AP but the ONLY thing you can do is call DOS weekly and email the embassy monthly to get updates. Sit and wait.. that's it... hope it won't last too long for you but there aren't any good answers except it's over when it's over...

Thank you for resoponding, I received an email today that says they will be send the case back to USCIS under 221(g). I will be contacting an immigration lawyer to move forward with this.

I filed an I130 for my husband in Feb of 2011, had had his interview on November 17, 2011. At the end of the interview the counsular told him that she will get intouch with me and tell me what needs to get done and I will then tell him what to do. I waited and after a few weeks I emailed them requesting an appointment to go in a speak to someone, the responded to my email saying that the case was sent back to NVC. I contacted NVC and they said the case was not sent back to them, I then emailed the Kingston office stating that I need to know what's the status on the case because NVC says they had not received it, they then responded to that email with this: Dear Madam This case file is still under administrative processing, as soon as a decision is made the applicant will be notify.Kingston iV..... now I am so confused, what do they mean? what should I do? and who can I contact? there must be something I can do because it is rediculous to have our lives on hold with out knowing where our case is or what exactly is going on.
