Looks like they are expediting all cases where the petitioner and applicant are located outside the U.S.

I am not sure what happened but for some reason my I-130 was approved in 2 weeks after NOA 1! I signed up for automatic notifications of case status changes and I was notified that both my I-130 applications were approved (spouse & step daughter) and I had no expedited service. I then called up the 1-800 as I wanted to verify I was not dreaming but they also confirmed!!!
