It's at UPS facility in CA and they can deliver it to local post office. How usps will deliver to California service center? They need money and how will they know where to deliver and with what service??

I am having same problem and I called UPS and they told me that they can only deliver package to USPS. And it's your responsibility to get it delivered from post office to address.

I am wondering why you you are sending 18 Pages in Packet 3. You just need to send Form DS-230 Part 1 and Applicant Statement.

What paper work are you sending in Packet 3??
