We've had bad luck with the postal system ourselves. Twice packages/letters that I've sent to Manila never arrived. I know you probably don't want to hear that though. Hopefully yours will arrive shortly.
That's too bad. I sent my I-134 to my fiancee via Fedex using "International Priority" service. It took just 5 days from the East Coast of the U.S. to Manila. Her interview is this coming Monday June 25.
