"If you filled out and submitted your DS-160 online application on or before June 8, 2015, you may proceed to the Embassy on your interview date. However, due to technical delays, we will not be able to process your visa in a timely manner."
There's the same blurb in the immigrant visa section so don't read too much into the fact it says "Nonimmigrant visa"
