Who is suppose to receive the Packet 3? The Petitioner (who then sends it to the foreign Finacee) or does the Fiancee receive it from the consulate?

The Beneficary is suppose to receive it, I emailed Kingston's Embassy and the sent me the packet via email, but we have not received the hard copy yet.

The same thing happened in my case, I found out that I didn't submit enough information when I filed in the beginning. I was under the impression that as long as he had all the documents at the interview we would be fine; but they look more so at what was submitted on the front end.
