yup, that would be ok, don't have to wait for the packets they are just instructions.

you don't have to wait for packet 3 before going to the interview, for Manila US embassy it's just a list of required docs the beneficiary needs to bring to the interview like DS Forms and how to schedule medical =)

call US Consulate to inquire if they received your file/case...NVC does not give tracking # but you can ask them when was your case sent out to US Consulate and then you can check at DHL website if a file was sent from NVC to your Local US Consulate, try searching what to input at the DHL site for tracking =)

No you can call NVC when they sent out your petition and try tracking via DHL...you can also call Manila US embassy to ask if they received your file =)
