You can call USCIS to enquire about it once it goes past processing times, but they will tell you to call again in 30 days. A congressman will tell you the same thing after calling for you, so hold onto them first and call on your own. One of the March filers got notification that her petition was already at the embassy and she hadn't had an NOA2 yet, so it could be that someone there is making mistakes. A phone call at this point to check on it wouldn't hurt, as would an email.

good luck! I filed an I-130 and it took 7 months at VSC yet people that filed after me got quicker approvals there is no good guess just be patient and follow up when you can
