    Te cuento que yo tramite mi certificado de antecedentes penales luego de recibir el NOA 2. Entre en la pagina del registro nacional de reincidencia y ahi busque donde me correspondia hacer el tramite. En cuanto a la validez incluso si pedis el certificado luego de recibir el NOA 2, la embajada lo recibe mucho mas dps de 5 dias pero no te hacen problema por eso.
