Hello,
I also had to deal with the consulate in Fiji, with no success. I e-mailed and phoned them several times, but with no reply. My situation may be simular to yours as I am also trying to bring in a loved one from the Is. of Tonga.

It is difficult, especially because you have to deal with the consulate in Fiji. I'm not sure how it will all play out though, as I am still going through the process.
