Officially, there is not such a thing called NOA1,NOA2. Any letter that tells about the any action on your process is called as Notice Of Action. and just to make easy in daily life VJ uses NOA2 when your petition is approved from USCIS. After that you have to go through National Visa Center ( NVC) and 3 months is pretty fast if your case is not "EXPEDITE".
