You will need to provide more context to get any kind of relevant response. What visa are you applying for? What happened at your interview? What did the CO tell you? Did you get any slip from the CO?
I filed a I-130 at the time of approval he is 21 years old. I sent an email to the consular office that he won't be able to attend his interview and requested that it be extended. I did not received any slip nor coped with any slip from the CO?

Consular Officer have adjudicated the application rendering a decision of REFUSED. What is the remedy to have this reconsidered?

Do you mean he doesn’t want to immigrate?
Neither YES or NO, as I have not received any response related to this.

he secured an NBI clearance when I told him to to get one and that was submitted. When I received the interview details, I immediately informed him to set an schedule for his medical exams. But lately, he hasn't responded to me on affirmative or he's not interested at all.
I have no idea what's going thru his head, the latest that I got from him is that he is working.
He will turn 22 this coming March

i received just today Notice of Action stating that "the petition has been approved" and email with links to paying the processing fees for both principal and petitioner. Do I still have to wait for another documents for the principal to undergo physical examination after I have paid the processing fees?
I already paid all fees IV and AOS...submitted as well all documents required, how long would I still wait for the response?

These pages might help you understand it better.
https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-1-submit-a-petition.htmlDon’t ignore the part at the bottom of the first page linked that notes “Your immigrant petition must be approved by USCIS before your case can proceed to the National Visa Center.” - this is what you are still waiting for, and what the processing time at the service center is relevant for.
Very informative chat. Thanks a lot!

Can you confirm you do not yet have the approval notice? The only notice you have is the receipt notice you mention from February?
Yes, receipt notices from USCIS DHS and Texas Service Center

What’s the priority date on your relative’s petition?
That is for processing/approval at uscis, not waiting time till interview.
interview for a tourist visa. for the processing/approval time. before the 7 months processing time, expect that includes notice of approval and interview notice? correct?

a relative of mine has an interview appointment at the US Embassy Manila in September

So under 21, not over 21 as you said in first post.
you need to wait for notice of approval, then notice from NVC to send documents/pay fees, then you get an interview date from the embassy. When you get that interview date, that is when you arrange a medical. Note that embassies are backlogged from the Covid closures - there will be months of backlogged interviews in front of yours - and in fact Manila embassy is still closed, https://ph.usembassy.gov/visa-update-phased-resumption-of-routine-visa-services-2/ so it will probably be quite a while yet.
the waiting time is 5-7 months from Priority Date? Approximate September 2020 at the most?
-
Priority Date is 01/24/2020, Notice date is 02/05/2020
Preference Classification - 201 B INA MINOR CHILD OF USC
Those are the dates and remarks indicated in the FORM I-797C

my son case was processed February 6, 2020 and based on the Texas Service Center processing time is 5 to 7 months time for over 21 years old. The current USCIS receipt date for case inquiry is January 6, 2020. Is it safe to have the medical check up with St. Luke's - Manila at this point in time? or do we still have to wait for another document before undergoing such procedure? what is the expected interview if ever based on the timeline given? Appreciate your response and advise based on your experience?

Hi,
Appreciate all your replies to my query..let me give you a background why I posed this question..During the Naturalization oath taking ceremony last November 4 in Oakland..Director or Officer from USCIS San Francisco said and I quote him as what he said in front of 954 candidates..He explicitly mentioned about filing N-600 for minor children abroad under 18 not I-170 first..He never mentioned about the whole cycle of going thru first with PR then N-600..Last week, I called up USCIS about this about my son to the officer that he is under 18 and has a US tourist visit under my legal custody..The officer said he is qualified and eligible for N-600! now we are getting a second opinion about this as to clear the cloud about these statements from USCIS Officers..I know that there is an International convention about minors..will keep you posted

Dear All,
What is the best thing to do regarding a child under 18 not residing in the US but one of his parents just recently naturalized US Citizen. What is the best protocol to use? petition him first via permanent resident or outright using N-600? Your recommendations would be highly appreciated.
Regards,

Hello All,
just a quick question and advises needed..in filling up form I-751 do i need to include my son details in the form though at this time he is not with me. He is presently staying in the Philippines and that I have plans to file petition for him after I received my Permanent Alien status along with my mom. Hope to hear from you all! Regards!
-
Dear All,
I have a son (minor) I heard and watched that you could file the petition here in the US so long as he is here in the US and instead of applying the same from the country of origin. I would like to hear from you all about the process and requirements.
Regards.
Hi Penguin,
I appreciate your reply..there was a talk show about immigration watched by my cousin and this topic was discussed that It can be done and not a visa fraud.

dont worry about POE its would be walk in the park for you. Questions asked are all about things that you already knew. Just a reminder that the documents returned by the US Embassy "dont open" them..hand-over the docs to POE border guards
