Exactly Why wear flip-flops? The embassy is not a beach or a wet market. Business casual will do. I'm planning to wear pants (black slacks or dark denim skinny jeans) with blouse or spaghetti strap with a cardigan, and a flat/doll shoes. It's comfy and it's presentable. Flashing too much of flesh will make you look like someone who works in a bar. And yes, definitely not flip-flops.
