Never buy the ticket until you have the visa in hand.
In general, yes, but if I buy the ticket with only a few days notice, then the price difference will be greater than the cost I will pay for cancellation in case something goes wrong . So it's worth buying now, and cancelling later

Hi. My wife's immigration visa interview (CR1) is scheduled for June 21st at the US consulate in Mumbai, India, after which she can travel to USA. My question is, I should buy her ticket for what date? Obviously I can buy for June 22nd, but that would be risky considering that they may not stamp her passport immediately. Should I buy for July 1st ? Is that enough of a buffer?

Situation: My wife's K3 (immigrant visa) case is complete at NVC, and I will be hearing from them by early next month (May) about when they have scheduled an interview at the US consulate in Mumbai for my wife.
Question: Assuming that NVC tries to schedule the interview in the 2nd week of May, when can I expect the interview? Can I expect it in June? Is that realistic, considering the rush in Mumbai? What is the normal time lag between the time NVC tries to schedule an interview and you actually go for the interview?
