    I am not sure how things work at Delhi embassy but it was nightmare to receive pkt 3 & pkt 4 ( we still didn't receive it ). I kept e-mailing the Mumbai consulate and finally they sent both pkts to us via e-mail along with the appointment letter. My advise would be to just download the forms and send it to the embassy. Thats what we did.

    I did...they have my case and assigned case #...now just waiting for them to send it to consulate...good luck and keep me posted on your progress...
